it never changes

If you will kill somebody by ramming him you will get bounty on your head. I tested it on random T6 commander. That was in 1.3.0.
Only if you're doing over 100kps when you collide. If you're under 100 you don't get a fine.

Let me clear a few things up here.

I didn't lose my data, I have just come back from my exploration trip and decided to re-join society.

I really wasn't expecting to get rammed, thought the first hit was an error and then...... boom again. Obviously now I know of this tactic I could choose to play differently.

Just because I think this sort of play is lame and would rather not put up with it, doesn't mean I haven't properly played ED (what a statement) I have played elite since 1981 and been in the beta since first beta release and enjoyed many hour of combat in ED.

My objection is that too many are not playing the game within the ethos that was intended by the developers, and without any sense of realism (seriously would you use this tactic). Also the idea was that unprovoked attacks were supposed to be frowned upon, i.e. pirates should be demanding cargo, bounty hunters go after people that are "wanted" and that unprovoked attacks would be properly punished with big bounties. Obviously this is not happening.

Also to point out the ramming causing bounties, only happens within a certain distance of the space port and if going over 100. otherwise it is free killing. Clearly a bug

I recently got interdicted for the very first time (despite playing in open for months...).

Decided to submit and give him a chance to say what he wants. We played a little game, had to answer him three questions and if I would make a mistake he promised to vaporize me. I could have fought him, but decided to play his game and finally made it out alive and without any damage. We wished each other best luck and I must admit that it was a funny experience.

BTW I think those who don't know the answer to life, the universe and everything do deserve death ;)

Until players and NPCs are treated differently, the kill-for-sport adepts will continue doing it.
The bounties for murder are ridiculously low, between 4k and 8k depending on the system, and only last a week. During that time, nothing changes for the wanted player, since he can still land everywhere. He might get interdicted by security ships, but that almost never happens.

If one day killing players is heavily punished (large bounty, docking interdiction in the system, revocked or x2/x3/x4 insurrance cost), things will change and PVP attacks will have true consequences.

I have to say the frequency of player interdictions depends greatly on the ship you fly. Obviously some ships are better fighters than others.
I've flown a Vulture for weeks in populated systems, and only was interdicted once by a FDL. I rammed him on purpose when his shield was low, and he ran away.
Twice in my Eagle, by a Python every time (fair fight eh ? I ran of course)
Since I'm in my Dropship nobody tried yet.
