I'll chip in and say .. I don't think it should be changed.
Someone was complaining yesterday that a shift in powerplay influence had destroyed what had been a profitable trading run. The thread had posts from people saying this was a good thing, because (a) dynamic galaxy (b) all good things come to an end .. It's boring to get stuck in a rut, and if the galaxy moves you on, meaning you have to be flexible, that's a good thing in a game.
With bounties I think the same thing applies. If you're allied with Empire, then a Federal bounty causes you a problem; you might be unfriendly/ hostile to Federal stations. So you either risk it, and go in to claim your bounty anyway (waiting until it cumulates enough to make it worth your while probably) or you double check the KWS scan, and see whether the bounty can be claimed under a faction you're allied with. In lore terms, if you're a Federal, why should the Empire pay you a bounty, or, why are you killing ships that your enemy has a problem with? Surely you should spare those (enemy of my enemy is my friend).
Although I understand why this OP suggestion comes about, essentially it's a nerf. I could maybe see some gameplay value in being able to sell bounties to other players for them to cash in for you, but even that's a bit of a stretch unless they're immediately considered hostile, by all factions concerned, and have to fight their way in. But a "win button", cash all bounties everywhere? No. I think a bad idea overall. Better to understand that if you don't check your targets, you might be forced to travel further than you'd like to cash in.

Going to be honest I agree with this. I have something like 2m in unclaimed bounties at the mo spanning Federation and Alliance space (I'm pleged to Aisling). I have done my requirement in terms of Powerplay this week to remain at level 4, so gonna hop in my Asp and do a little exploring / rare trading and claim those bounties for the next day or so. I think it keeps the game varied. Otherwise I'd simply be fortifying / undermining the entire time, with a bit of bounty hunting thrown in to stop me falling asleep...
