Would have been nice to have a bit of warning. The problem is with 'merit grinders' who pay no attention to strategy it's going to be hard to avoid turmoil and collapse.

yes but we weren't told it was going to happen in the middle of a cycle with only a day or two left, crapping on a bunch of the powers all at once with very little time for any rectification. Now all the hudson pledgers will have to stop chanting 'No.1' They can't be happy about that!

It means Antals costs will be rising with your 20+ expansions you are currently getting this week
Basically the top 7 Powers are at the maximum number of systems they can have with their current income.
Whoever can shed their low income systems will be able to expand more, easier said than done though.
The bottom 3 have a fair way to go to hit their max number of systems.
I didn't see it either - note those threads are FEEDBACK requests - NOT a notice or update. Frankly - ED does a bad job at detailing upcoming changes. Having to look into the proper thread, of which the title suggests no context for an upcoming update, on an internet forum is not a good way to notify your player base. All the prep for the 1 system we wanted for Aisling is wasted for this week now. (over 50,000K merits)

Yeah, why is there not an official Wiki with this kind of thing in it instead of having to check for threads and wonder if they are official or not?
As of now, any faction's worst enemies are some of its own members. But it ends up being realistic, every society ultimately falls due to greed.
