Timing of Powerplay weapon access

You need to be pledged for 4 weeks & rank 3 to gain access, that I understand. My question is, assuming you're already in rank 3, do the weapon unlocks immediately upon passing the 4 weeks mark (say the 4 week mark 1 day into the cycle), or do they unlocks the following cycle (you need to wait 6 days & presumably maintain rank 3 for that cycle).

i am sure this has been discussed before but I can't find the info on it.

Just as a side note: You can also go to a control system of an enemy power and do some undermining there, killing NPCs of that, or other enemy powers. Looks like they recently increased the reward to 30 merits per kill, so it's pretty easy to get 750 merits very quickly and without spending credits for fast-tracking.
