One of the reasons why PP sucks is having no proper in-game channels to communicate with other players. To me, forums / reddit doesn't exist - everything is either in the game, presented to me, or simply not. So, that leaves me alone in the game, I just find a system near to me to undermine, and be done with it. Pretty much the same with many others, so to speak.
In the end of the day, when I look at PP and see that a faction is expanding to a system with nearly no profit generation, I just laugh my "pooper" off. It's because there are way better candidates, but for some reason we're going for "that" one. Game doesn't tell you about the overheads either. You can only predict it, but it doesn't matter as you have no way to make your voice heard properly.
It's like 10 headless chickens are running in every direction, and are punished when they hit a wall or fall down. Overhead tuning is a bailout card; in the future we'll hit the wall once again, and devs will have to "intervene" again. The real problem isn't overhead costs; it's the lack of proper guidance. Without proper guidance or leadership, where everyone is equal, we're expected to progress. It's just impossible - it's anarchy. And what happens is, we expand into what actually is loss making systems (when you factor in the overhead costs), and then we are thrown into turmoil, because we are no longer to keep up with the costs.
These fixes, and adjustments are temporary, and useless on the long run. Need to take a look at the root of problem; which is the lack of tools of communication for players, in addition to proper guidance or slight nudges to let us find the path on our own. As said above, right now we are running around like headless chickens.
