Apparently it's not, because Valve makes literally tens of millions off of their programs. Unless Frontier is allergic to money they should be pursuing this with the utmost dedication to fully supporting it.

You can paint it yourself, as a love gesture to this ship 
But if you're talking about paintjobs I think most likely yes. FD can make bank on those skins as Anaconda is a main target for many in this game.

On my last pirate hunt I was able to fight a clipper, vulture and some other ships. What I noticed was quite interesting...
The clipper had white-red strips on it - a pirate paintjob. Vulture was also in pirate colors. So... are new paint jobs coming?:]

Exactly. The Cobra Mk III has at least half a dozen paint jobs that I've seen on NPCs that aren't available in the store. Not sure why they won't let us buy 'em... my guess is that they don't work well with the decals so they have to use them on NPCs only. Just my guess.
Good NPC Chatter would be. "You like my Paint Job, jealous are we?"
Perhaps a test of painting sent by the commanders at Frontier for the competition ?

Never once thought they weren't coming - but did think we would see them before now.
Even a generic colour pack would do to start with. Surely FD would sell enough in the first day's sales to cover development costs? - it must be a technical reason why we haven't seen them yet.

Hi sorry to ask such a banal thing, but if we find a code to redeem a paint job, where are we suppose to input/claim it?
Is it in the store at "redeem product key"? or is there other place where these are supposed to go?
