Well, if you had factory ships that could receive mined material and then turn out pieces to be assembled; it might be easier to build it at the location because there would be no need to construct it to withstand a jump or to have a FSD. You'd need access to raw materials from a belt, ring, or HMCP/Metal-rich planet which would bring miners, pirates, and bounty hunters. I can't imagine that if this draws a crowd that it wont also draw in some hostiles. You might need to ship in some high-tech gear, which would lead to missions or community goals.
There could be intrigue. Say, for example, the Empire will build this station and the Federation is opposed to its construction. They might offer missions to destroy miners and or traders and wreak havoc. Or some religious minor faction with reverence for the Nebula might consider it a sin and wage a war against the station construction.
