You take military arms from control systems (systems Denton owns) to systems that are trying to prepare for expansion (Preparation systems) shown on the left of the Preparation tab.
(You can see on each of the systems on the left Prep points under them. The top 10 prepared systems become Preparation systems from top to bottom until Command capital CC runs out and your Power can't afford more Preparation systems.)
I believe Patreus is currently undergoing a Turmoil state so instead of "Preparation" it should say "Turmoil" in red in your Power's menu.

You need to be aware that there are 2 types of goods (Powerplay Commodities) that can be transported to support Denton Patreus and gain merits. What you need to collect this PP cycle is Garrison Supplies not Military Arms.
Garrison Supplies can only be collected at Patreus Headquarters in Eotienses and then taken to any Patreus control system - these supplies are used to Fortify his systems. Garrison Supplies are the second item under the Collect Items list - look for the little shield symbol next to the "Fortify for Denton Patreus".
Military Arms can be collected at any Patreus Control System and taken to Expansion Systems - as Patreus is currently in turmoil there are no systems available for expansion, so they cannot be used unfortunately.
You will need to go into your cargo tab on the right side display and then "Discard" the items, if you are short on cargo space.
Powerplay can be a bit confusing when you are getting started and I got caught out the first time I tried it - but stick with it because getting to higher levels will allow you collect more goods each half hour and getting to level 4 is not that difficult once you are able to fill your cargo hold a bit quicker.
If you are looking for a Control System close to Eotienses , you can go to CF 464 - its only 16ly away.
