Maybe they don't want it, because they know about the exploit, and don't want to loose it.....
I don't understand what's the problem with mode switching. There is no logical reason not to allow it. Switching modes is a good way to bring
more players into Open - it helps all players in Open Mode.
Why is it so hard to understand that some players want to play in Open Mode and in Solo mode depending on their mood without having to "grind" for two CMDRs?
The accusations of using "exploits" is really absurd and only shows the mindset of the accuser. Some players play this game because they want to have fun playing the game and not because they want to beat other players or think that it's about getting more cr. than an other player.
And btw: The difference between Open, Solo and Private Group Mode is the matchmaking and nothing more. It's only the number of other players a player can see in an instance.
Solo Mode: only one player
Private Group Mode: up to 32 players who all got invited into that private Group by the player who created the group
Open Mode: up to 32 random players
The main difference between Open Mode and Private Group is that players get invited into Private Group Mode. By using anchor wings something like a "private instance" can be made in Open Mode. In the end the difference between Open Mode and Private Group Mode is only a theoretical difference. Instancing and time zones have the same effect in Open Mode.
Not allowing mode switching won't change anything. Blockading won't suddenly work, there won't be more players in an instance, there won't be more "soft targets", there will still be ways to avoid other players.
