Remarkably little undermining activity was seen in systems pledged to Senator Arissa Lavigny-Duval. Even the active criminals of the Pilots' Federation must have been celebrating the Princess's election as Emperor. The coronation ceremony making her status official will happen within the week, but due to recent breaches in the Internal Security Service, the specific date for the ceremony has not been announced. Neither has the ISS announced any new developments on the security actions against Emperor's Dawn. Law-abiding commanders of the Pilots' Federation throughout Empire space await these announcements with baited breath. Around the galaxy, GalNet's top ten influential movers and shakers underwent another round of shuffling, though Prime Minister Mahon and Emperor-elect Lavigny-Duval remained the first and second ranking powers in the galaxy.
In an amazing effort of logistics, fifty of sixty-eight systems pledged to the Emperor-elect received their full allotment of garrison supplies, while only ten systems saw destabilizing levels of criminal undermining.

GalNet calculates that our Princess and patron has 845 units of Command Capital available to spend on preparing new systems for anti-corruption campaigns.

That is an abundance of resources available for preparation this week, and Research had its work cut out trying to find the best advice for loyal commanders.
Current Diplomatic Status
According to sources close to Senator Lavigny-Duval's Privy Council, she currently has an adhoc allied or neutral status with three Powers: Sirius Gov, Pranav Antal, and Prime Minister Mahon. Additionally, Senators Patreus and Torval, along with Aisling Duval, have supported the Senate's decision to make Senator Lavigny-Duval the next Emperor. These are not Imperial decrees, but active diplomatic work on behalf of the Senator's best interests has procured non-aggression pacts and otherwise beneficial arrangements.
Open hostilities exist between the Senator's pledged pilots and Archon Delaine (Pegasi Conflict), Federation President Hudson, and Shadow President Winters as well.
Now that you know the lay of the land, what can a single pilot or group of pilots do about it?

845cc should allow for the preparation of about five highly populous systems, bringing their spheres of influence under the Emperor-elect's control. A full breakdown of proposed systems will follow shortly, but here is a quick list of potential candidates.
There is only enough Command Capital available for five systems. If there is a "conflicts" note, that means that they are within 15Ly, and only one of them can proceed to expansion. The choices exist because many of the more profitable conflicting systems are restricted to medium pads only, and those are not simple systems to propel to the top five of the Top 10 Preparation List. Within 36 hours, player contributions should make it clear which five systems should be pushed throughout the week. A full breakdown of these systems will follow.
Af Leporis has been highly contested between three powers, Sirius Gov, Emperor-elect Lavigny-Duval, and President Hudson. Due to Sirius Gov's neutrality, their control of the system makes for peace between all three powers, but Sirius Gov is in turmoil this week, and will not be able to take part in preparation. It is up to pilots loyal to Lavigny-Duval to keep it from becoming a staging ground for President Hudson.
Preparation Update 2300 16 Oct 3301:
Dust is settling, Preparation Wars are building. It is clear that there are 2 systems of import that need to surpass all others, if only to prevent hostile powers out-prepping us, and the best possible other three systems to fill out the list are still debatable.
In a perfect world, our Top 6 Preparation targets should be:
We will only get 5 of them, but should we lose one of those Prep Wars, we will get the sixth. Kalana is not on this list. Kalana might be a good system, but it is not squeezing the most Command Capital out of the region. If Kalana is in the top five, but below Cai Syraze, we will lose the Command Capital, allowing us only 4 preparations this week. If Kalana beats Cai Syraze, then we will also only get 4 preparations, and Mbamunians will wind up a deficit-causer.
Mbamunians is now off the list, as we cannot guarantee we won't get Kalana. Mbamunians is pointless if we also get Kalana.

Tiburnat and LTT 2667 are currently experiencing crime sweeps to clear the corruption from the current government. Tiburnat is near Cook, Ngarawe, and Namamasairu. LTT 2667 is near Xinca, Malaikudi, and Binjia.

Wolf 1148 is actively resisting an expansion attempt from the Kumo Crew. Pilots fighting in resistance pockets there will probably welcome all the help they find.

Shadow President Winters is pushing one expansion this week: Perktomen. This system sits roughly 50Ly from Ida Dhor.

Logistics pilots throughout Lavigny space shifted over two hundred thousand of tonnes of garrison supplies to systems pledged to the Emperor-elect. With hostile commanders returning these systems to the top of their criminal priorities, another massive week of fortification awaits. Fifty systems were fortified, with at least sixty system receiving 100% of their required supplies.

The top five undermining targets of each hostile power are readily available on the cycle priorities sheet. These priority systems and their status should be updated daily.
Commander Mira Alluvion spearheads the organization of IHC's campaign in the Pegasi Sector, and the assistance of many Imperial groups achieve great success in there. None of their expansions succeeded last week. A group of space-faring knights loyal to Emperor-elect Lavigny-Duval, the White Templars, consistently campaign against the Kumo Crew.
Elsewhere, undermining activity against the hostile Federation powers proceeds in a less coordinated manner. The Herald's Research department is actively searching for commanders who wish to assist coordination of undermining of the Federation. Another group of fuedal loyalists, Los Centinelas, contributes to undermining efforts in this region of space.
The home system of Lavigny's Legion has birthed a new squadron, the Carthage Auxiliary Corps, and they are seeing action in their home system and others nearby. Other groups of Pilots' Federation commanders campaign throughout hostile territory. Some are fairly secretive in their activities, like the Legion's Velite Squadron, or Les Corsairs de l'Empire, yet others have never made their activities known to the Kamadhenu Herald.
The Kamadhenu Chapterhouse of Inquisition
On the home front, this week's Chapterhouse Lantern showcases seven conflicts, with Vodyanes having the worst outlook. A defeat here could drastically increase the system's required allotment of garrison supplies. Combat pilots and all those friendly to the cause of the new Emperor are requested to assist the Vodyanes Emperor's Grace.
The Chapterhouse of Inquisition offers opportunities to help lower fortification triggers, raise undermining triggers, and serve as a distraction from hauling cargo. If you are a pilot who cares about fortifying a deficit-causing system, please come to the Chapterhouse so inquisitors can help you with advice on how to keep that fortification trigger down. Pilots are encouraged to defend their home systems by supporting local patrons and lords, and they may find eager support if they announce their intentions to protect their homes.
