WANTED ? In ELITE you were either an Offender or a Fugitive.

I have never understood the WANTED status and how any infraction including a 200cr fine got you killed.
In the old game you had an Offender status for infringements including illegal cargo.
If you killed another ship you where a fugitive.

That would work so well today, smuggling and illegal cargo ( speeding ... small fines 200cr - 400cr) should get you a status of OFFENDER ..... so a security force is allowed to open fire on you but not another trader.
For murder or repetitive offences you can become fugitive and ALL are allowed to shoot you.

I could definitely get behind such a basic (old/proven) concept :)

Those who desire to play the "Galactic most wanted" could carry it as a tag with pride - while clean Players see fugitives as Red contacts (Hostile), so they know who is who.

Currently, since Wanted Status is quickly aquired by completely normal PowerPlay participants - I deem it almost meaningless. Seen alot of good guys running around like that (i.e. had to intervene against a Ganker attacking another ship - no time for KWS).

Doesn't fugitive simply mean that you are wanted?

I agree that small fines/bounties below a certain threshold should not make you a wanted person.
It is somewhat ridiculous that the authorities would destroy a large multi-million dollar, multi crew vessel because of a relatively small bounty
 
Also we could add:

Fugitive Pilots can't Land/Dock in Civilized Stations/Outpost .... they can only land on Pirate Bases.
They get a warning to leave the Area of civilized Space in 1 Minute, or the Official will take care about them...

Pirate base are hidden (not like now open for all), in Strong Signal Source.
Criminals must find them, and survive the approach.
Around this Bases, are the same as all Bases, no Fighting allowed.
Criminals have the Location stored in there System Info, until its abandon or the Data is selled
If a Explorer find them, and manage it to sell the Data alive in Civilized Space,
he will get a BIG reward,
this Base will be a abandon in few weeks (Pilots docked there will find them self strand in Space...emergency exit).

In Pirate Bases you can buy Illegal Shiptools, like secret Smuggling hatches, Cargo Scanner, ect....
To have its not forbidden, only the use of it...;)
Pirate Bases buy all with an Higher price...so if an Trader make it to such an Base he get rich or killed by trying....;)

For clean up your Wanted status you must work for the officials..... some independent System can offer Criminals who want to clean there Records, Bounty Hunter Missions, or Selling Pirat Base Data.
 
I have been WANTED many times.
Mostly for Friendly fire and a 6k fine for ramming an NPC sidewinder and accidentally destroying it.
I have yet to even try being a pirate but I do not feel the need for such an enterprise. Even if only against NPCs.
I should be forgiven for small transgressions and have had to carry the title of Offender a few days until it all blew over or I paid the fines.

Currently any stray weapons fire from my vessel will do the following at any and ALL Resource Extraction Sites.

My gimballed weapons accidentally hits a miner........
The ENTIRE Federal Contingent of 3 Anacondas .... 5 Vipers ...and 7 Eagles .... All the Miners...ASPs....Type7s....Type 9s......and anyone not bolted down or out of range .....
WILL STOP EVERYTHING THEY ARE DOING .... AND FIRE ON ME TO GET THAT 200Cr Bounty.
Does that sound fair?

It's also ridiculous that when you destroy a large multi-million credit vessel, you only get a small bounty. I hope Frontier get around to fixing the crime system as a whole, which at the moment, neither feels 'realistic' nor does it promote fun gameplay.
 
law and order is definitely broken in the game (or not fleshed out enough) many excellent suggestions here. Although I'd say low fines shouldn't be KOS for anyone not even the authorities.

Petty stuff can see you get killed, yet the law and order is so weak that PKs are not punished anywhere near enough.

The balance is WAY out.

It would be great to have galaxy-wide bounties for players who are really gnarly, with exposed bounties for rather than requiring scans. It would really make some players truly notorious.

Galnet could even have an updated list of these players whereabouts to keep it dangerous for them.
 
I cant remember, was there a way to clear the fugitive status?, was it just by killing ships with bounties?

Anyway, I do agree, there is one minor faction in the game who have lost approx 150 police pilots to my guns and it seems a bit silly that I can go in and get my credit card out and all is forgotten.
 
Have been harping on about having a "criminal" ranking system for a year now. The Crime system needs a lot of work and should be expanded. TBH i could see a whole update of Crime in the game. More pirate style ships, pirate mechanics, criminal rankings pirate bases, smuggling reworking, bounty hunting expansion. Persistent NPC pirates and bounty hunters, more kit for tracking your prey (limpet tracker that can run up to 120Ly or whatever the class and grade of the controller) EMP missiles. Anti shield lasers (that don't damage hull - I know they are available but want them outside PowerPants) More pirate skins.

But mainly Criminal rankings i.e. Clean>Offender>Perpetrator>Petty criminal>Fugitive>Criminal>Outlaw>Pirate Prince. This should be the foundation of a criminal system.

Build in Criminal benefits like discounts at unsanctioned bases access to Pirate ship variants and pirate only weapons. But this should also be run along side a "wanted or Clean" toggle. You can be a pirate prince but be "technically" clean....
 
I also think the cost of damage a criminal causes is ADDED onto criminals rebuys. So pk an anaconda, several millions added to your rebuy EVEN if you swap to a sidewinder.

Of course with a few caveats to ensure it's as fair as possible and enables mutual PvP without the extra cost i.e. conflict zones, PP etc.

That is not fair...my suggestion for that is, that Player only get a Fine which get payed automatic, after the next Docking.
(Its so stupid, to cross the WHOLE Galaxy to pay 200 Cr.....)
My Suggest above was more for the Pirate/Psycho/Murder Style player .... I also think that it will help, against the meanless Killing, because this Kind of player must prepare/think more about it to kill for no reason.

Yeah that would be excellent IMO just leaving it up to the players means we get a "lord of the flies" scenario that no-one really enjoys except for the "psychos".

What I personally want to stop is people dipping in and out of being a criminal, pirating one minute and trading the next. Pirating/criminal behaviour SHOULD be the hardcore mode people want, it should be the harder way of life in the game. Smuggling would be the halfway semi criminal career, so leeway there. But pirating...nope, full on criminal and take the consequences the law throws at you.

I also want to see a return of trying to bribe an official to drop an offense from your rap sheet.

I do think that multiple, large offenses (piracy w/o murder, multiple smuggling attempts) within a certain period of time should gain you fugitive status.

Also, it would be cool if offender/fugitive status could be a trigger for certain non bulletin board missions (so you get pinged for smuggling, but the authorities might offer you a mission to help them bring down the very crime syndicate you might have been working for in the first place).
