Powerplay Hudson Expansion zones are now called Security Operations not Military Strike Zones

I would think that most Hudson people would be ecstatic if Kaushpoos never spawned SO. As the guys trying to organize the Hudson Horde do not want it.

Unlikely, since it does have progress towards expansion. It's probably in the furthest planet or something.
It wasn't wanted but just like so many others, just magically got up in the prep...
Doesn't just affect Hudson, others suffer the same and no real way to counter.
It's a problem for a lot of powers.

It's a Security Operation if the system Hudson is expanding into is Federally-aligned. If it's not, it's a Military Strike. At least, that's how it should be.
