The polls have closed for the week, and GalNet has once again named Emperor Arissa Lavigny-Duval the most influential Power in the galaxy!

In light of reaching GalNet's first position, this week bounty rewards for Rating 5 pilots are increased! The Dispatch would like to introduce everyone to the newly pledged frontier system of HR 4720. It is a Federal democracy, but we shouldn't hold that against them. HR 4720 is over 100Ly from Kamadhenu, and less than 40Ly from this week's Winters expansion in Kherthaje. HR 4720 is also home to a coriolus station with all facilities: Tarelkin Port. The truly impressive fact? This industrial refinery home to five million also hosts pristine metallic rings, metal rich rings, rocky rings, and at least one hazardous extraction site mere light seconds from Tarelkin Port. Keep up the hard work, commanders, and enjoy your bounty hunting!

President Hudson remained ranked above Prime Minister Mahon last week, and has eight active expansions, two of which contest eleven systems currently exploited by Shadow President Winters. The Kumo Crew defeated resistance efforts in Yuror, bringing another Imperial system under Archon Delaine’s yoke. Senator Denton Patreus remains in a slump, with Utgaroar revolting and 47 Ceti raising the alarm as citizens make a run on the local banks.

Five systems experienced mass criminal activity and are protesting recent decisions from the Emperor’s Kamadhenu based cotiere. Due to this undermining of the power-base, two of the systems which were home to successful crime sweeps last week have failed to pledge their support to the Emperor. Namarii and LTT 1345 refused to declare loyalty, much to the relief of Research.




Current Diplomatic Status

According to sources close to the Emperor’s Kamadhenu-based councilors, she currently has an adhoc allied or neutral status with two power-brokers: Li Yong-Rui and Pranav Antal. Additionally, Senators Patreus and Torval, along with Aisling Duval, have supported and embraced our new Emperor as an ally. These are not Imperial decrees, but active diplomatic work on behalf of the Emperor's best interests has procured non-aggression pacts and otherwise beneficial arrangements.

Open hostilities exist between pilots pledged to Emperor Arissa Lavigny-Duval and those of President Hudson, Shadow President Winters, and the Kumo Crew.

Unfortunately, due to the low surplus of command capital available, there are no targets available for Lavigny-Duval loyalists to prepare.

There are three systems with active crime sweeps this week, with the aggressive placement of Mbutsi likely to require the most effort to succeed. Distant Contie will also require a few dedicated pilots to assist the expansion there.

Shadow President Winters is once again pushing her Liberal Aide agenda in a system surrounded by systems loyal to the Emperor. Kherthaje is 40 Ly from four control systems: Olelbis, Juipedi, HR 4720, and Shatrites. This expansion must be opposed, for the safety of the Lavigny-Duval power base.

The Imperial system of Yuror fell to the invasion forces of the Kumo Crew. Resistance Pockets are forming in VVO 19 and Brynhilo.

Pilots pledged to the Lavigny-Duval Logistics Division once again delivered enough garrison supplies to meet the demands from local governors and patrons almost everywhere of note. Research is pleased with the unopposed undermining of their ‘deficit-causing’ systems. Sadly, however, five systems above the line were left unfortified and two of them were fully undermined by the opposition. With at least one other untended system shy of full undermining. Mass deficit and turmoil was narrowly avoided this cycle, and with six new systems, fortification is due to only get more difficult.

Only twenty-eight systems read as fortified, but at least sixteen systems were saved from being undermined by the delivery of their full allotment of garrison supplies.

The three powers opposed to the Emperor’s political goals all experienced a large amount of resistance, with twenty-four systems reaching an undermined status between them. This is in addition to the heavy fortification those powers achieved. The Herald's Research department will make the top five targets for undermining available on its cycle priorities sheet, and it should be updated regularly. Remember pilots, undermining a system over 100% does not help anyone’s cause.

Commander Mira Alluvion, an Aisling loyalist, works diligently to gather intelligence on all hostile powers, though her primary focus is the Pegasi Pirate War.




Minor Factions

Many minor factions have pledged their loyalties to the Emperor’s personal fleet. Her many successes could not have been possible without their efforts. If your faction is not represented in reporting or strategy, please contact your nearest representative.

Los Centinelas contribute to undermining efforts in systems loyal to hostile powers. Last week, their target was Shadow President Winters.

The White Templars, a group of space-faring knights pledged to Emperor’s personal fleet, consistently campaign against the Kumo Crew. Their stalwart actions have helped the Imperial cause in the Pegasi Sector, and elsewhere as the situation requires.

Lavigny's Legion: hosts of the Velite Squadron and the Carthage Auxiliary Corps, operate around the galaxy with little fanfare.

Other groups of Pilots' Federation commanders campaign throughout hostile territory. Some are fairly secretive in their activities, like Les Corsairs de l'Empire, the 9th Legion, and the Nova Fleet, yet others have not made their activities known to the Kamadhenu Herald.

The Kamadhenu Chapterhouse of Inquisition continues its campaign to support patrons and feudal lords under the purview of the Emperor’s Kamadhenu coterie. Due to exigent circumstances, The Chapterhouse Lantern is currently on a hiatus from publishing. If you see a loyal patron or feudal lord under attack, or in need of assistance, please contact the Kamadhenu Herald and the information should reach the Cycle Priorities sheet.

Expansion:
Please focus on Mbutsi. Due to its proximity to Rhea, expect heavy PvP activity.
Keep an eye on Contie. Its distance might deter the grinders.
Opposition:

This system sits directly between Juipedi, Olelbis, Shatrites, and HR 4720. We must oppose it. Expect help in the form of Emperor's Grace CMDRs.


Fortification:
Keep an eye on the Cycle Priorities sheet. Stay above the blue line of the Fortification Tracker.
Undermining:
There are no direct threats upon us this week, so undermine as you will. Of the three Powers hostile to us, Delaine's victory at Yuror might deserve a response.

If both triggers are reached, the system hits a state of 'canceled', and the default upkeep is part of the calculation. Since systems enter turmoil with the highest upkeep first, any system that is fully undermined and not canceled will likely be in turmoil. So we want to cancel all of our profit-making systems if possible, and allow the deficit-causing systems to be fully undermined.

So if both triggers are reached even systems under the blue line give positive CC, right?

No. The systems that are under the blue line are under the blue line because once you factor in Overhead and upkeep, they cost us command capital to maintain. They're the main reason we have a -270cc starting deficit every week, and why we can be easily forced into deficit/turmoil.
