Powerplay is dead, no spawn for undermining

Tried 5 systems, and neither a single ship nor wings are spawning.
If it's not a technical, server issue, then PP is dead :(

I just dropped in to do some Undermining for ALD, in Li-Young Space...
A little over an hour netted me 1020 Merits...

Did you double check which ships to target for the systems you are Undermining in?
As in Sirius for Li-Young, Federal Agent for Zachary Hudson...
I apologize if you are a Seasoned PowerPlayer... :D

Care to share some tips to get so many undermining merits so quickly? I have trouble getting that many Fed Agents, etc to spawn so quickly, was this in a wing? Do higher population systems spawn more ships in supercruise?

Thanks for any help.
