Its not the Cobra that we get as backers but the Viper MKIV for free. The cobra mark IV is available to buy only to those backers or pre-orders. However there are a few backers that have yet to receive the free viper so if you are supposed to get one and haven't send in a ticket

Only backers can BUY the Cobra IV other players can't but you don't just get one for free.
TBH unless you're on very few cr and want something with more cargo than a Mark III then the IV is a bit underwhelming. The Viper IV though!!! Wow, put that down on a planet with canyons and just blast it through them.

Those elite Dangerous Players who Bought Horizons during the limited time offer get to Buy the Cobra Mark IV which will not be avaible for purchase by anyone else.
As part of the Promise in Newsletter 49 Backers of Elite Dangerous will get the Viper Mark IV for FREE. There are already several posts about this and it has been confirmed by the devs.
