You mentioned the Rescue One stuff before with the Anaconda in orbital cruise, and how there was "no wreckage/salvage" at the site. I'm going to bugreport this, as this is not the case, and is an artefact of planetary mechanics. On a planet's surface, things don't appear as pings on your radar until you're within 50m. You can verify this by going to POI on the planets surface in your ship. If there's cargo at it, you won't see it on radar until you're almost next to it; just like when you're in the SRV.
These mechanics also apply to things found in orbital cruise. I just took the following screens after stopping at a salvageable wreck with a DBE at it. However, I thought I could clearly see cargo canisters in the wreck. Suddenly, I ran into something with the same effect as blowing up a cargo canister. A grey pip also briefly appeared before the same thing happened.
Basically, the cargo at these sites don't show up on scanner unless you're within 50m of it, making it almost (emphasis on almost) impossible to get a lock on anything to scoop.
Refer below pictures. First you can clearly see the canisters, and the next is it actually targetted and on my radar. In this wreck was at least 2 escape pods, a black box, and a small survey data cache.
