There is a bug currently that has a work around. The bug basically prevents your data scanner from being deployed as a hard point. In your control settings, you will want to select the option...
Settings -> Controls -> Weapons -> "Firing Deploys Hardpoints"

Turn this setting to on and when you fire, you will notice that your data scanner is now deployed. Additionally, you will want to have it set to a fire group if you don't already have it setup this way. Also, you can only scan through your turret view. So...

Make sure the setting is correct in your control settings
Make sure you have it mapped in your controls (looks like you already do)
Make sure you have it set to a fire group
Make sure you're in turret mode and looking at the data point (it should give a readout on the left that says either public or private)

I hope this helped.

You have to

1. Set a key to activate data link scanner (mine is Del)
2. Assign scanner activate to 2nd mouse button
3. Assign a key to activate turret (mine is help)
4. Drive to the target and press your activate key (step 1)
5. Once the scanner bar appears in the HUD, select turrent mode (step 3)
6. In turret mode, move the roundall to the stem of the objective, until it shows Public/Private on the left
7. Hold down the activation key (step 1) until it scans.
8. You get a small packet of data to sell, presumable on black markets
9. If you go around to all the data points before the timer runs out, you can lock the terminals
10. If you scan a white security terminal, this will then disable all the guns/turrents/defences.

Thats as far as I've got, hope it helps.

oh cool. That was is. But still... what do we do with them? What is the point/objective? I got a 60 second countdown. When that countdown reached 0 nothing happened, except a message that "all telemetry links now broken". So what happens now?

Oh cool ty. I just shot all defenses with my Anaconda before even getting in the SVR. None of the defenses fired back. Also managed to hack that one data point, didn't get no package from it. Not trying to sound like a whiner here but Horizons are coming of as a tad bit broken?
