Apparently windows 10 is a free upgrade for a limited time. And I need 64 bit right? The end game is a computer that can run horizons well. I'm going to have to replace just about everything. Graphics card, processor, mobo etc

I'd just keep it as a firewall/NAS/backup box and build a proper gaming rig from scratch.

Should be alright - but the GPU power will help you lots, I have basically the same system running the 2.83GHz version, HAD a GTX295, which ran Elite (with the correct SLI settings) at about 30-40 FPS on medium/high settings

Because I am a cheap person, and was moving house, I got only a new GPU, got a GTX 980 (yes i know that graphics card is now saying "Oh god why did you put me in this old slow thing) But regardless i get typically 40-60FPS now... depending on environment. :D

Depending on the price you paid for it, if the end game was to have a system that will run it well then you may as well have just started with building a new system. You're right that you will need to replace a lot. In fact basically anything that costs numbers worth focusing on during a build is going to need to be swapped out when you upgrade.

My setup isn't too far off those components.
C2D E8400 3GHz, 4GB DDR2, GTX 760 2GB

I get perfectly fine framerates in supercruise (apart from when approaching planets), and a reliable 25-30fps on planets with high/high gfx settings.
I would strongly recommend the gfx card as the single best upgrade to improve your framerates. Your card comes in at 98 on this list...

Something along the lines of a moderately priced GTX 960 2GB will see you well.

It was 140$ with shipping and I want to be able to play and learn it on PC with flight sticks then start to upgrade over time. I don't really have spare money to start from scratch. Or to buy one for 700$+

Ok, but watch you upgrade path.... That Core-2-Quad you have is an LGA 775 socket the memory is DDR2. You can't upgrade beyond a slightly fast processor without having to upgrade the motherboard - and any 'upgrade' will be maxed out by Horizons. Same with the DDR2 memory, new mobo if you want anything better. You'd also need to upgrade your video card, but that is the one thing you can upgrade.

I'd just save your money to build out a new machine.... I wouldn't plan on upgrading anything other than a high end video card that will also work with your next system.

Well, for 140$ you got a simple gaming computer.
Don't go mad and spend a lot on an expensive hard drive, by the time you upgrade you'll probably be on a ssd.
There is a lot of online material on how to build your own computer, this would be the best course in the future when you have funds.
And yes, get Win 7 64bit and upgrade to Win 10 64bit.
Enjoy and have fun. And learn how to build your own.
