How about a mode that does what i suggested but is called something else..
Like "open pvp-off"
Again same rules apply if you attack a human then you are stuck with "open pvp-on" for 2 weeks.
but Now you can still have solo mode?

Solo mode throws you in to open mode but you cannot be attacked by a human player.
If you attack a human player "accident or deliberate" you are now stuck unable to turn of pvp feature for 2 weeks.
Solo mode always throws you in to open mode. and the only difference is PVP on/off..
this would mean all the people who like to pew pew humans get to pew pew humans.
all the solo players can play in open so there are larger numbers online. and every one is happy..
Sure enough some newbs will get shot at by a human, then retaliate and be pvp enabled for 2 weeks. But hey ho.. ce la vie.
and perhaps have a 5min grace period after a human kills you when you cannot be attacked by a human again..
(there would need to be some sort of prompt letting people know that this person cannot be attacked or interdicted, perhaps making them flash or something?)
just a thought. that should get more people in to the online part of the game so that it is not so empty.
