Hurting shieldless friendly results in wanted and bounty, shielded friendlies just warn you via chat..

As a bounty hunter I often get into situations where no matter how cautious I am some type of friendly NPC flies through my line of fire and I become wanted.
I understand and do agree with the concept, but I think a little tweaking should be done.
I think bounties on players should stay, but with a little more sense.
Attacking a ship with one shot especially in a heated combat where pretty much everyone has shields of some sort - kind of logically - proposes that when you shoot someone with shields still ON they just warn you to stop doing so, and after maybe 3-4 more attempts they declare you as enemy and then you get "wanted".
If the same ship has "NO shields on" the "wanted" status comes immediately, because you breach the hull of the ship, and that logically means hostile intent.
I am not saying that it is not easy to get rid of accidental misfire, but sometimes it is just really senseless to get a 200 Cr bounty for accidentally giving a pulse into an innocent ship's shield.
At another point I'd say 200 Cr is too low and also too easy to get.
I think a bigger bounty like 5000 Cr should be the minimum, and you should be able to pay bounties as fines under 10.000 Cr at the faction's stations or moon bases.
