Don't leave home without a cargo scanner and a wake scanner either. We need all the data we can get.
We're assuming you have time to scan them before they run away with SUPER SPEED.
If they are asking for fuel, a cargo scan before you refuel them should work I suppose.
So we have a S8:9 found originally, and next a S 6:7?

A least it seem to follow the same pattern as the barnacles.
First is discovered by a player, the second is reported on GalNet.
These articles are probably Auto-triggered by first contact.

It's likely a nebula rendering glitch. I've triggered several when I was messing with the graphics configuration.
Try validating your game files if it keeps happening.
Unless the article was written in the time that safe disengage put you 20km away from the station (2014 beta).
I suggest someone do a good visual survey of obsidian orbital for more clues
The site is permanent, no random spawn. Pleiades Sector JC-U B3-2 2 -2,7035 -45,2717.
I can also confirm the spawn at Pleiades Sector JC-U B3-2 2 -1.86 -45,17. Both barnacles have spawned in the same instance. So it is a double barnacle, not a simple duplicate!

It is not Obsidian we need to check. Having reread the Galnet article and Patau82 reminding us that Nganji was where Palin used to be based, Obsidian are worried because they think that if they didn't find Palin there, then that might lead them... home!
I'm in the bubble after doing the Turbo Hour race last night, I've just jumped into a nice unassuming hauler (with wake and cargo scanner) to go to Nganji and Christian Dock to do a bit of recon.
*Edit* It's Obsidian we may need to guard.

I am new at this sort of stuff so you'll have to bear with my ignorance
You do get ships in WSS from time to time. Usually a small solitary craft. I think I've seen sidewinders and cobras in the past.
I don't know anything about diplomatic documents though, but then I don't tend to carry a cargo scanner.

Well at least I know the WSS is OK then. I've just looked it up as it was a Diplomatic Bag and they are mission/salvage items.
There's nothing on the station news at Christian Dock and no-one got annoyed at me flying around at 10Km from the station
