Long story short: no.
If you have full game, you can play closed matches with your squadmates and friends from throughout the galaxy. But I don't know how standalone Arena works and if you even can send friend requests from there.

You can join a squad with up to a maximum of 3 other people and queue to fight other people... you can under no circumstances create a closed match however.
