Yes PVP is unfair.

Your changes make a lot of sense and would be fun to see implemented what these 'pvpers' who attack traders don't understand is that if everyone just goes to solo, which is unfortunately more and more all we are left with is wings of pvpers' in open. And the only ships that can deal with that are the 3 big boys, and that stupidly fast clipper :p .
 
Introduce a new PVP feature. Given PVP needs mutual consent, here's how it would work:

-Individual or wing hails another ship for PVP
-Victim receives a popup dialog where they can choose to engage the whole wing or pick individuals for combat
-Victim is allowed to refuse PVP
-PVP begins
-If less than a wing is chosen for engagement other players have no effect on the victim's ship, no matter how much they fire their weapons.
-If PVP is refused no one can damage victim's ship

The post is truckers point of view. You know, there is no real reason to do piracy, except for fun. There is actually no real reason for PvP, except for fun. This is the #1 priority to be fixed for PvP players.

"more reward", is for truckers in your example. Nothing bad in that, but there is no reward for pirates either. It is basically just that the trucker will lose atm. Actually, it maybe that it is basically just that the truckers will high wake atm.
The rewarding system sounds also more like a PvE thing to me.

Punishing crime, I understand, and I agree that the pirates should be a "faction". You should not be able to be a pirate, then die in a sidewinder and be a good once more.

btw. do some PvE piracy, and you will see that the cops are there in no time. In some systems they are there in unrealistic time. You jump on someone, at the ~same time some cop jumps in and call reinforcements. Soon there is an Anaconda+friends there. I think it would not be even physically possible for Anaconda to teleport there in ~0 time. And whole time, you saw no security Anaconda even in SC. So the security is often, fast, really fast. I think they may have to even lose it up a little bit.

I think pirates should be more like a "faction", separated from common criminals. High level of legacy fines could turn you to be one? I suppose they should erase Legacy Fines before this kind of patch, so that 99% of people are not suddenly turned in to a pirate.

Cargo scanner could be even illegal in some systems.

Arena PvP may be what suits you but the problem there is you think it should be all that other players need as well. Some of us no longer have any care for the arena style pvp games and find them tedious.

It doesn't even make any sense that this was supposed to be a PvP game. It's a TERRIBLE design for a PvP (something PvP players have complained about frequently), arenas and small maps where you can find opponents are far more appropriate for that playstyle. Also, if it were intended as primarilly PvP why is there all that other stuff, unknown artifacts and minable asteroids and barnacles on planets? Why are they putting in looting and crafting with v2.1? Why do Galnet and Power Play (as bad as it is) even exist? Why is trading the best paid profession instead of combat? Why do they even HAVE cargo ships and stations with markets in a PvP game? If you really think about it, they couldn't have designed a WORSE PvP game. This is a game designed to have MULTIPLE roles, most of which are NON combat, and they're all supposed to actually be playable in a multiplayer environment which they're currently not, BECAUSE there is currently NO REASON to not run around vaporising non-combat players... which is what Sandro was specifically talking about fixing IN THIS THREAD.

Some corrections:

1: Trading can be high payout. Combat can be equally as high. I'd like to see a route where you can consistently clear 2.5-4 million/hour if you could provide one please. (I'm not trying to say combat is outright better for revenue, only that it's not like trading is leaps and bounds ahead).
2: Multiple roles actually are available to fly and at any point you deem warrants them. I may have mentioned getting my first taste of balls to the wall PVP last night but I've been playing since Beta. Last night marked where my wing (2 man wing) took on a wing of 4 and still won. However, prior to this, I've run hundreds of courier missions, traded my butt off, explored beyond the bubble (though not as far as Sag A) and smuggled everything from biowaste on up to human cargo through various systems and hundreds of ports. I've also spent a good deal of time mining as a way to kill time while watching Netflix to still earn credits.

All of this was done in open. I've encountered some nasty players, run from a few, fought with a few until a truce was called, etc. But never enough to really put a dent in my enjoyment of this game. I understand that my experience is not the baseline for others but mine and mine alone and would never fully expect someone who thinks the game is completely stuck on PvP right now to understand that because they're stuck in a fear loop that sees them high-wake away from the first non-trade oriented ship they see in super cruise.

What Sandro says about the game should be taken with a grain of salt. He was handed a document that detailed a great way to make a first pass at balancing out the PvP punishment and reward system and not a single word of it was implemented into the game. The day he actually gets a change implemented that is actually good for the game, good for the player base and doesn't cater to one crowd or the other is a day I'm sure we all look forward to but also one that I highly doubt will ever come.

But at least then there "should not be" any arguing about PVP. When you jump into iron man. You know the risk you are taking.
I think many of the high level PVPers would love this kind of universe. A place to dominate them all.
The escape pod needs to come into play in iron man.
 
What's unfair, cruising the planet surface with beam weapons hanging out, hunting for commanders who just landed and whom decided to take a trip out in their SRV's. :)

That assumes that IronMan would be restricted to Open play.
 
I see this idea differently. Playing, like you, a lot of PvP..and playing with others that are like minded...bounties, punishments are not a hindrance...or preventative measure.

The criminally minded within the game will look at these at 'High Scores' and wear their numeric superiority with pride...in other words any legal punishments become this:

What's the problem with that?

The issue people will of course raise is it will almost kill PvP in the game now to a large degree... but isn't that instead a reflection of the lack of mechanics for viable/valid/legal PvP in the game? If the game offered plenty of avenues for consensual, easy to find (legal) PvP what would then be the problem? Blow up some new CMDR for the lolz? Heavily heavily penalised? What some more entertaining PvP? Well go down one of the X missions/tasks/CGs offering it in spades!

The only issues I see are:-
1) If illegal destruction of a CMDR is really penalised... Will the trolls simply change their game to doing as much damage to other CMDRs as possible short of destruction?
2) Piracy will need some time spent on actually creating some mechanics for it, where basically none exist. Because Piracy would become about the extraction of cargo by theat or force... Not destruction of CMDRS. BUT, as I've said elsewhere, I think Pirates with a high enough rep should have access to periodic missions to murder CMDRs with the mission givers sorting out it not getting reported etc. In this way the game could still permit "mindless destruction", but it would no longer be mindless, but controlled by the game itself.

I think there should be a time factored into it.

The Pirate needs to be able to carry out the threat. So the occasional running trader will get blown up. On the other hand, someone camping at Eravate blowing up one noob after the other gets the serial killer treatment.

It would take some griefer some preparation. He'd have to have written in, go along all the way pretending to enjoy exploring and play nice. And then at some point decide to wreak havoc, while knowing there quite a couple of guys in armed Condas, Cutters and a Corvette or 2 around.

It isn't that hard at all, you read , research reddit pages and get your intel on commanders activity, It's not brain science :) ~( then again for some it must be )

Surprised no one has started hunting those guys down, considering they announce where they are on the forums, reddit pages and other group pages. Though i suppose most are in solo.
