While controlling for unknown players is extremely difficult, you can do decent testing if you think outside the bulletin board.No, it means "all players in Elite" because there's no reliable way to test how it interacts with the daily cap.
In order to do that you'd need to find the exact same missions, giving the exact same rewards, one with the bonus and one without and then ensuring that there is absolutely zero outside activity in the system in both occasions.

There are situations in powerplay with regard to the background simulation that are to do with governance, it is desirable for Power Players to change governments in order to make the CC output of the control system better or more easy to take over at expansion.
The different type of traffic that takes place in an exploited and a control system have direct implications on players entering and leaving these systems.

Further more, Winters players are well known for manipulating player groups and background simulation, if you do not resist it would be to NULL's detriment.
You're right; if I were a minor faction what I would actually do is request the power set aside a target or two for my group to earn its merits. This would help me earn an ally if I ever needed help against another player minor faction. Also, I'd hardly call improving my combat rank and earning 50M in five hours a chore.
