Weird Zoom Glitch Fix

Anyone know the fix for this issue? This is what I see the second I start and pressing every button on the keyboard doesn't get it to show anything else.

What are your resolution settings? Could they be accidentally huge?

Looks a bit like when my AV/firewall asks is it ok to let E: D access the Net, this pic seems more extreme though...

I have set E: D to 1920x1080 fullscreen, but when this happens I see only a Launcher window-sized part of the screen, at 1280x720 resolution. Have to reassign the correct settings manually again.

I've run it just at default settings (1280x720 windowed), as well as 1920x1080 windowed and 1920x1080 full screen, and all seem to have the issue.

This sounds extremely similar, except my firewall is off. What settings do you manually reassign to fix the issue when you do have it?

What happens if you start the game to that point, then press 'esc' and start changing the graphics options for full-screen, resolution, etc. ?

I had something similar occur when I had toggled headzoom or something I found if I pressed the key for one of the 3 UI interfaces it pulled me back out of it

Tried all these keys, I was able to move the camera around slightly but it was still way zoomed in 4-8x what it should have been, and the center point of the camera movement was still that upper left hand corner, so i couldn't get the camera to look forward, it was stuck looking around in that upper left quadrant of the screen.
