Yessir. I thought it was pretty cool the first time too 
You'll find them most often in high tech systems. I think Eranin 4 Survey in Eranin is also a scientific outpost but is not a high tech economy

Whoa, I had no idea such things existed. Truth be told, I visit outposts only very scarcely, but still, I'm surprised.

Potocnik vision is a nice one, with a beautiful earthlike too IIRC.

Commercial outposts will have ships on display visible through some "glass". Military outposts look good too, they'll have security patols, you'll be scanned.
There's quite a bit of variety in the stations and outposts that are only visible when you see them.
