Are "Clean" pirates possible?

I'm not sure whether this is a glitch or not but.. it really threw me off.

I was minding my own business earlier today, bounty hunting. I had one day left until I was relieved of my current bounty of "accidental murder". While attacking one NPC, I was approached and scanned by another ship, followed by the typical "What do you carry?" message. Immediately after I finished off the ship I was fighting, I turned my attention to it, scanned, and fired...

...Only to be fined for assaulting it?? .-.

I hadn't realized that it said "Clean" but.. is this actually possible, or a bug? It really annoyed me because now I have to wait ANOTHER week before the bounty gets removed.

I had to log out because this NPC was now attacking me, and I didn't want to get charged for murder. Upon logging back in, the same NPC was still there, still "clean", yet still a pirate, scanning me (It was still there because I happened to be in a wing, another player stayed behind).

Merely scanning you doesn't tag them as wanted, if they never did anything worse in that system before. You'll have to wait for him to fire a first shot at you in that case, then you can blow him up safely.

Pretty sure there was at least 1 more option.

-flee/high wake
-get them to shoot the cops/crash into an asteroid
-always have at least 1T of ore in your ship, that way they will scan, and then immediately open fire, giving you a clear shot
-always carry a KWS, and get in the habit of checking their bounty before shooting. Occasionally even higher class wanted ships will have measly bounties. This is normally a shady trader or a police ship that accidentally engaged in friendly fire. Accidentally killing at a wanted police officer can hurt your local reputation significantly.
 
Where you wanted before you shot innocent npc? No. Same with him he is clean until he does something wrong. The fact that he is on res site and scan you for cargo doesn't make him criminal, even if he is part of pirate faction.

But really you combat logged because of NPC!!!!!!!!!! FDev seriously need to fix this combat logging. People need to learn to live with their mistakes.
 
I ran into one of those the other day...got interdicted, and the first ship that showed up on my scanners was an Adder that immediately scanned me. So, I spun around, KWS'd him, and opened fire..without realizing that they were "clean". At which point I ALSO realized that his wingman had done the interdiction, and was in a Python, so I ran away as fast as my Asp could go (not going to try & kill a Python in a cargo rigged Asp :p).
 
Come on guys, scan first, shoot second.

But yeah, maybe it's a bug but I like to call desperation pirates. Npc's with no wanted rating but are presumably pirating out of desperation based on their messages. They get scared off if you have a wanted level yourself, even if it's a low one.
 
It's clean when it comes to the ruling faction. Scanning it would reveal his bounty on some other faction of the system.

Attacking him would still get you a fine/bounty though.

I didn't combat log .-. I simply didn't want to earn an even higher bounty for murdering him. And there was no other way I could shake him off and carry on with my own buisness. So no, I didn't chicken out :p

Next time you should load up with gold...

If so, I am confused about what you said earlier:

Anyway, ofcourse its possible. Just because you're a pirate doesnt mean you;re wanted in every system. If he had done something illegal there only then would he be wanted. Pretty sure he'd have a record though if you'd KWS'd him.
 
That happens to me from time to time, I'll get interdicted and fired upon, but the NPC will remain clean so if I fire back I get a 400cr bounty. The next escalation after the 400cr is the one for murder, so what I'll do is keep shooting at them until they high wake out, or if they're the lunatic template that doesn't give up I leave them with about 25% hull and low wake out myself. They've never followed me after that, and by that tiime the 8 minute timer on the bounty has usually run out.
