When does CMDR name appears on system data?

Hi guys,

a quick and probably very basic question, when does the "Discovered by <CMDR>" appear on a system? Is it when that CMDR has sold the data or should it appear straight away?
I am asking this because I am currently doing exploration and I keep hitting undiscovered systems, but never does it say my CMDR name on the system.

You need to surface scan the planet/star (i.e. target it, point your nose towards it and get close enough for the scan to start and complete), then be the first Cmdr to sell it. At that point, your name will appear.

Obviously, this means it's the first to sell gets the 'tag', not the first to discover/scan.

It appears after delivering the data at a station, through the 'Universal Cartographics' option in the station menu.
