I'm suggesting that a new faction should be added; Rogues. More information is below:
This faction should be extremely small, with 1 control system and about 2/3 other systems under their control. The reason for this:
"They hate everything, everyone. Their good books are riddled with lies, frauds. If you're friendly - endorse in their riches. Most aren't. They're not here to 'live long and prosper' - they're here for fun. They hijack, cripple, destroy - innocents killed, stations off the radar..."
So basically this 'faction' primarily targets stations and creates war near them. Every now and then, some unfortunate station will be attacked by 3 wings from time to time. These wings, obviously, will be destroyed. However, when players aren't looking and the conflict is won by the rogues, the station is converted to Rogue and becomes hostile to all other factions. The lights turn yellow, and there's little to no light inside, making it difficult to dock.
If scanned, and part of a faction, the station immediately fires on you. There should be nearly always a large ship (Anaconda or Python) stationed close to the landing pad (outpost) or docking slot (starport).
The demand of goods in Rogue controlled stations should be very high - they're a small faction and need to expand. If there's a conflict zone, these demands should increase slightly and more specific goods and missions would be available.
The Rogue faction is not joinable straight away. You will require a certain combat rank and a certain reputation level before you can pledge allegiance. Some systems will require a permit (available from non-rogue station near/in the area) to enter, especially if it is a control system. All ships in the control system cost 5 - 20% less (depending on the state). If the system is at war, the discount is increased up to 20% so that the station gets more income. If there is no war, the discount is less. There is one downside to this, though - You need reputation with the rogues in order to buy ships. The ships available in the station depends on what faction the station originally was before, and how rich the station is at the time.
This generates tactical gameplay. You can start a war in a system, or aid in a conflict zone, to bankrupt said system to lower the ship costs, then pledge to the Rogues and buy the ships for the discount.
To gain a permit to the Rogue's control system, you should aid in Rogue-started conflict zones and complete missions for the Rogues.
Rogues are based around combat and rank progression. They trust nobody with themselves and their ships until they have proven themselves (reputation)
