I've seen this system in the Prep list and Expansion list, in the Gal Powers section ingame,
almost every week we've been able to do Prep & Exp.
I've also seen in these discussions that it's our Ally's (Winters) and not to do anything there.
Does the game not recognize the Alliance or is it still in force?

And not really sure which is more important at this time; Prep or Control, and where should
I put these 250 Nominations.... I mean is there a Trigger point in the Prep? I see a xxxxx/100
but don't know if the /100 is a trigger or what? Really kinda confused here. For the Exp & Ctrl
you can see the progress from that page, also, but for Prep it just shows highest contributor,
but how do I know how far behind the 2nd highest is?
lol Or does Prep take care of itself and I should just concentrate on the Control aspect? :]

The game only cares about what players do, Okinura is resurfacing on our prep lists because some players like to prep that place appareantly, since it would make a loss for both us and Winters we don't want to get it though.

Prep doesn't work with 100% triggers like fortification, the systems that have the most prep merits on them will move to expansion in the next cycle (if they are in a spot on the prep list where the power can still afford them, that depends on the starting CC of a power). Total prep merits in a system are also important when multiple powers want to prep a system, the power with most preps wins the right to expand there then. The number you see for each system in the prep section isn't the highest contributor btw but the total prep merits for this system.
