I am probably getting a new graphics card soon...I currently have a AMD raedon 7540d My budget is around $200. So what would run this game better,I am tired of waiting 30-60 seconds for my galaxy and system maps.

Erm, if $200 is roughly £150. Then maybe a nVidia GTX 960 (2 or 4gb)would work for you.
They're about £160 ish in the UK, so maybe just over your budget.
Good card too. I don't have own yet, but it's my next upgrade. Or would have been, if my car didn't cost me £400 for its MoT!
I currently use an AMD HD 6870 1GB which is much lower specced than the 960, but runs ED:H just fine on high/ultra settings @ 1080p. Planets are alittle low on the FPS though, 30~fps, everything else is 50-60fps.
The reason I recommend nVidia is mostly for power consumption reasons (lower than AMD equivalent), and because they support nVidia's shadow play for game recording, with almost no loss of FPS!
Just googled $200 to GBP, it's actually £140…
I still recommend the GTX 960 though, you just might need to save a little more.
Or you can try the cheaper 950ti, I've heard good things, but I don't know how well it performs in ED:H exactly.
Graphics cards for under $200 can max out almost any game at 1080p and this is also the sweet spot for many gamers. These graphics cards are mid ranged cards which are meant for 1080p 60fps or at least 40+ fps when you bump the settings to ultra.
For a build that come under $600 or $800, these graphics cards are best choice and are best matched with Intel core i5 processors or Amd fx 8000 series processors. Many of these graphics cards are newly released and are fully directX 12 compatible so you won’t be regretting your choice if you buy anyone of the listed below.
I think you will find that system map loading times are dependant upon network speed (game has to download system status every time) I thought galaxy map was not but I might be wrong on that.
I just had to rebuild my system and now have much faster i7 and a 4 GB gtx970 (in place of a 2GB 660ti) and map loading times have not altered (everything else is just AMAZING though).
