Why no civil war? Help with the BGS needed!

Hi everyone!

We need a little help from the community please.

We've been pushing our faction, the Imperial Private Expeditionary Company, to try to reach Influence parity with the next faction up in the rankings in our system, the CD-63 201 Empire Pact. We've now done that, but haven't triggered a civil war.

The Pact are in Boom, which may be why we can't trigger a war with them. There is also another civil war going on in the system.

Could any of you tell us why we can't trigger the civil war with the Pact? And what we can do to achieve that?

There was a 90 min live stream last night all about BGS: https://www.youtube.com/watch?v=y5DGyG6Qwvk The probable answer is the faction you are wanting a Civil War with is already in a war or civil war contest in another system it has influence in. So you might need to scour the surrounding systems to find an expansion system they are in?

I reserve the right to be wrong, I didn't have the chance to watch the full stream yet.

The other CivilWar doesn't matter, there can be at least two going at once in the same system.

Thanks. I watched the live stream as it happens. I don't think the Pact are in any other systems but I'll check.

Also - the Pact are in Boom, and as far as I know they can't be in two states at the same time.

Don't "conflict states" end "economic states"?
How is the influence?
What goverment type?
Is the faction you want war with in a "conflict" state in another system?
Factions can only have one state and that state they will have in every system they are present.

Had a look into the System Map.
I see indeed a perfect Match of 17.0% for the two Factions you mentioned.

Since yesterday ~1130GMT, you should see Pending State : Civil War in your right Ship Panel Faction Info. It overrides any Boom State but has a 3 day Countdown to start after the Trigger is reached.
Only 2 other Factions are currently at Civil War and I know 4 Factions can be in conflict at the same time.

If you see the Pending State, expect your Civil War to start on 21th Apr ~1130GMT (assuming you reached the Influence Match with yesterday's Tick).

I agree with FalconFly.

Since the two factions have equalised the conflict should be pending and start about three days from now, ending the boom.
This should give you enough time to gain a huge advantage over the other faction (at least 5%).

If you don't have a civil war on April 22nd 11:30 GMT, then the other faction is already in coflict somwhere else. But I don't believe this is the case here.
 
As always if you do not see the Civil War when you expect to, please send a bug report to the devs. They will verify the situation and get the ball rolling if it is a bugged system.

Yes, until the Conflict starts both Factions are fully "free to maneuver".
Hence, you can continue supporting your Faction by all normal means until it starts - then it's into the Conflict Zones.

Thanks again. What if you were to extend your faction's influence beyond the 3% margin during this time? Would the war finish as soon as it started or is the 3% only measured from when the war starts?

I'm not sure if I understood you correctly but here is how I would describe it:

When you have equalised influence with a faction you have three days to gain an advantage over them by regular activities (such as missions, trading, exploration). After three days the conflict starts.
If the conflict is a civil war and one of the factions managed to achieve 5% more than the other faction, then the civil war will run for at least three days and come to an end after this period.

These values are provided by MB and can be seen in the OP of this thread.
