Background simulation question - selling black market goods in Anarchy systems

Quick question about the background simulation - I have read that selling black market goods reduces the influence of the controlling faction in a system.

Does that mean that if the system is controlled by an Anarchy/pirate faction, selling black market goods will reduce their control?

If so, that seems like a built-in (and unfair) limit to their power, because the following would happen:
1. Anarchy faction comes to power and opens up black market
2. Goods are sold on the black market and Anarchy faction loses influence
3. Anarchy faction loses power.

If that's the case, then maybe there should be an exception for Anarchy/pirate factions, such as selling black market goods in systems they control actually increases their influence.

Does that make sense?

I've only just started (two years into E: D) to play with the BGS. It's satisfying, a bit like gardening...

The other flip side is that anarchy makes almost all goods legal, meaning you can't just go to your nearest market and buy up stuff to undermine their influence.

I once suggested that the interpretation is that selling stolen goods on the black market is undermining the business of the anarchy faction. There's also an argument that anarchy!=criminal necessarily, and so the sale of stolen goods may still be harmful.

Conversely, one habit i have is accepting cargo delivery missions from the anarchy faction and abandoning them, which makes the goods stolen. I then sell them back to that factions black market, decreasing their influence and making good money for no effort. This scenario also makes sense that they should lose influence.

But the ships this faction send to have a word with you afterwards shouldn't be saying "Don't Panic".
 
I've always wondered about this myself.

A small detail though, afaik anarchies don't create black markets, from what I (vaguely) remember some dev (MB?) saying, that's a static service that only powerplay can affect. However anarchies do remove most goods from the illegal list. You still need a BM to sell stolen goods though. Don't know how doing that affects them.
