It used to take you with it, but not for this one.
Good point, it has in the past but it's stripping everything back for the jump range on this one (roleplay) it appears.
...It makes sense, it would be kinda of cool to have an "ark" appeal to the journey though. Have CMDRs dock and a random 30 are selected to jump with it as per their ship size corresponding to the landing pads.

And then there is that one commander that docked there half a year a go and hasn't had time to play. So when he finally fires up elite again he's sitting on the other side of the galaxy because he had no clue about the jump and was picked by random. Depending on the ship he was flying it could be a though way home (mining equipped T9 or sth. like that).
Not sure if anyone would enjoy that ;-)
