The fishermen at Chango certainly. I think seafood movement was greater in this beta than any trade with Aulin in the past.
I think David Braben dropped some figures over at Reddit. Can't find it, now, but I think it was something like 1.8 (1.3 maybe) million tons of fish.

So what do I have to do to ge tthe materials? When i go to a RES site and kill NPCs do I automatically get the resource loot? Or do I Need to Scoop stuff? Nver used limpets they are fire and Forget Missiles in a way right?

If it is loot from destroyed ships, you have to scoop it up.
As for locations, there will be a list, soon enough. But it's of no use for you, as you need to be actually INVITED by the engineer. Once you meet the requirements. (certain rank, or rep level, usually) You'll get a message from them, telling you where to go and what to bring with you as a welcoming gift.
You should be able to collect it with limpets, something I didn't try in Beta, but I don't see why not, but if not, you'd have to scoop it up. And yes, you'd get it from RES and other combat locations, and yes the limpets are "fire and forget", just don't fly when collecting, if you go too fast, the material/container will smash against your hull and get destroyed when it tries to offload to your ship, so go slow (sub 30) or don't move at all when limpets are collecting.
