To be fair, that engineer is explorer-themed. Best go out and start exploring!
Which is why involved Barnacles and such objects assuming Frontier haven't re-invented Meta-Alloys is just daft.
It's bad enough that one of the requirements to 'prove you're a explorer' is to just take a stroll 300LY from your starting system which is absolutely sod all and has nothing to do with actual exploration... but to then potentially further lock exploration themed engineers behind going to static well documented tourist attractions to shoot things is even more absurd.
They might as well have said:
Go prove you're a explorer and do these explorer themed things by going to down to a random planet in the populated bubble and fly around in a circle for 5 hours until you luck out on a random POI that has evil drones that have a 2% chance to drop a 'Iz a hawt explorwerz' certificate to become fully certified.
Now if they have re-invented the very nature of Meta-Alloys and tied it to REAL exploration, that would be interesting but Frontier should have at least mentioned that Meta-Alloys now come from another activity altogether. But if it's still Barnacles and they've just moved them, that's not really tieing it to exploration as frankly Barnacles never were about exploration... people flooded the forums harassing devs for more information and played a game of "Study the frozen trailer frame image" until Frontier released tons of pointer information to tell everyone where to go.
But it's looking like players like myself who were 3,000LY+ from the bubble with dozens of first discoveries and materials from all over the galaxy are faced with having to return to the bubble and go to local tourist attractions to prove to a engineer that we're explorers just to get access to them.
So in my eyes all signs point to Frontier really screwing up some of the engineer unlock requirements introduced live.
