The Crime and punishment system in ED is so weak and poorly thought through... it really needs a complete overhaul.
Here are some of my suggestions.
1) A serious crime should result in large bounty warrant which is only removed upon destruction of the ship in which the crime was committed. Even after that the crime should still show on a PERMANENT criminal record sheet, that has lasting implications such as being refused certain permits, or having some characters (engineers for example) or minor factions that refuse to deal with you, perhaps high sec systems or certain faction controlled star ports would refuse docking clearance.
2) Having a criminal record should perhaps open up new options, such as being introduced to criminal factions that allow black market access, or (Black Engineers) offering illegal mods.. Being ALLOWED to dock at pirate bases....
3) CMDR's that commit a serious crime in open should not be allowed to hide from their actions in solo mode, either THEY are forced into open, or registered bounty hunters (see below) be given special permission to operate in their solo instance. Or perhaps they simply show up to 'licensed' bounty hunters whether they are in solo or not.
4) Bounty Hunter licence... Players who want to fully follow this path should be able to join a bounty hunter guild and obtain a licence to operate as a registered bounty hunter... Registered bounty hunters must follow certain rules or the licence will be withdrawn.... Membership will give some special privileges such as access to some police data to help track down criminals... Having a bounty hunting license would allow access to a special scanner that shows Wanted players that are using a 'detection cloak' (ie ones hiding in solo).
