Engineers Engineers bug or just trolling?

I don't personally care too much, but this was a little confusing to me when I was doing some upgrades, is it a visual bug, or does FD just like to pull our strings?

(In case the picture doesn't make it clear the roulette wheel landed on a blue spot, but no effect was given)

It definitely appears to be a bug, but I still don't understand why people are so obsessed with getting the "special effects". You now have a longer range weapon that does more damage.

Umm, in the OP I said I personally don't care too much, but I definitely like getting special effects because some of them have huge improvements,

weaken hull

extra shield dmg w/ multis

extra hull dmg w/ lasers

heating enemy ship to insane levels instantly burning them super quick

taking you heat and doing extra dmg

near infi rail gun ammo

The list goes on so yeah I understand why people want these.
