I think another thing to look at is ensuring players can choose the level of AI they're likely to encounter. This basically comes down to system security level really meaning something and not having it be too onerous to travel only in higher sec. Obviously the flip side of the equation is that the larger profits should only be possible when travelling to/from/through lower security systems. This way a player can play it safe to find their feet and then gradually ramp things up as they get more confident in their ability to survive.Wow... what a lot to read!

I hear ya... Adaptive logic could dynamically downgrade AI performance to give players a chance. E.g. player is fleeing... Pirate AI could downgrade its weapon accuracy and boosting ability, giving the player a good chance to escape.

So far the AI hasn't seemed too broken to me. That's from a few hours dipping into USS yesterday, and spending a little time at a (normal) Nav Beacon. I also did a few missions, some involving NPCs interdicting me, some not. I didn't die in my AspE (fairly well equipped), but it got close a couple of times. I've not yet encountered the AI that uses bugged rate of fire on some weapons.
I definitely had much more trouble keeping AI in my sights, particularly the smaller ships.
