Mistress Farseer is a hard taskmaster. Just 4 Chemical Manipulators was all I needed, so I could lay my 2 sacrifices before the RNG Gods in the hope for their favour on a level 5 modded FSD. I spent hours trying to better the galaxy by hunting wrong do-ers and hoping for a precious Chemical Manipulator as my reward. I scavenged wrecked ships. I even tried looking in the awful mission boards. But I found not a single one. I had my canopy smashed up twice in the process and one time made it back with just seconds of air left. I thought I would be forever cursed.
By now, I've been back in "civilized" space for too long. I started to feel what I can only describe as "bubble madness". For the first time in my (to-date) esteemed career, I fitted an interdictor FSD. And I hunted. My first target was an Orca. If I'd known it was hosting a wedding, perhaps I would've chosen differently but it was too late at that point. I ripped it apart, and in the seconds after I was overcome with guilt. After a few more seconds, I checked the contact list and there it was: 1 x Chemical Manipulator. Guilt turned to exhilaration. I quickly set back about my new purpose. In total, I murdered the crews of some 20 or so trade vessels and 5 weddings (honestly, who gets married in a (mostly) unarmed barge in a system with no government? They were asking for it). But I had my 4 Chemical Manipulators.
I prayed hard, and rolled my first attempt. The RNG Gods were happy: 42% optimal mass increase, and a slight increase to maximum fuel too. I assumed I wouldn't better that, so I took the Conda back and gave it another shot with my ExplorAsp using the last set of resources. Again, 42% optimal mass increase. If the RNG Gods were angry at my murderous ways, they were not showing it.

As an aside, I don't think you can transfer modded components. It looks like if you replace a component with like-for-like (so 4A PP for a 4A PP), the new one will inherit the modifications of the old one, there is no buy back option in another ship. If you replace with not like-for-like, the modded one is gone, again no buy back option in another ship. (That, or I did it wrong).
