Different question:
Why is it possible to gain reputation with 'The Dweller' by selling normal commodities anyway?
Taking his shady background into account, shouldn't there be a black marked instead and shouldn't it be stolen/illegal goods which increase reputation?

I had the same thought, I actually took 300 stolen cargo over to him to sell and found out he didn't want it :/ seems strange he has a regular commodity market and no black market.

Sometimes it takes 15 minutes or so for your engineer rep to update.
It is a bug.
I've had the same problem.
I reported the bug, but 15 min later or perhaps 20 my rep changed.

And... you can improve you rep by trading or selling exploration data etc. depending on the engineer.

It worked for me. But it had to be alliance bounties specifically.

i got to rank 4 pretty quickly doing this. Wolf 406 just beside him has a few good RES for farming. However once you hit level 4 it slows down a lot and becomes far more efficient to just do mods.

I was just working with him yesterday, looked like he was taking bounties with the same rules as any other station in the system... so any bounty from a faction in the system... I sat at the nav beacon for a little while... turned in 150,000 first, that got me to lev 2 with 50%. later I turned in another 200k, which got me to lev 3+... then I stuck expanded clip with a forced auto loader on my large multi-cannon. today I'm going to push him high enough for an invite then probably leave him alone... he doesn't really have much I like
