Possibly but with a bit more adventure in there. It'd add a hell of a lot more to the mechanic than just a point-point cargo.
Could have wanted passengers that gets you targeted by enemy ships, you have the option to give the passenger up at a cost of X and gain of Y (Fed/Emp rank) or the alternative which is fight for gain of Y and loss of X reputation.
All I'm saying is hidden types that you can work out using some as yet unknown game mechanic would spice it up a lot especially if you don't use that game mechanic and suddenly you have a corvette wing interdicting you requesting you surrendered a wanted passenger!
