So I was doing some missions,I went 100% on Petty Chief Officer and received a message from the Federal Navy...but due to what was probably a bug I could not see what the message contained and I deleted it by mistake...does anyone know what I'm supposed to do now in order to get to the next rank?

Look out for missions offered on the board which start with the words "Federal Navy" - they are standard missions but with an added reward of a rank.
Got caught out by the same thing.
There's a bug with the inbox message they send - it seems to be one rank too high and contains no text - so don't worry about accidentally deleting it.
