Collect X number always seems off -Missions

So I've taken about 12 of these missions. Go here, collect x, bring them back. When I arrive to collect the items.. there are never enough there to finish the mission. I have to log out/log in and wait for the USS or surface poi to spawn again so I can finish it. This happens with kill x number of skimmers as well. Had a few where I needed to kill 6 while only 3 spawned. Had to relog again to get the rest.. which is awesome because it spawns all the defenses I just finished killing. Anyone else getting this?
 
I think its working as designed, note most of these missions give you a day or more to complete.. Not meant for you to complete in just one visit. For a lot of these after the first kill it will often give you the quick finish for extra cash option, which would make no sense if you got them all right away. Why are you logging in/out? If on a planet just keep searching the POI or move to another one. If in space wait 2-10 mns and a new mission specific USS will spawn.
 
I have yet seen mission target Uss not spawn all needed items, but have happened many times with Pois. I read QA team member say on bug reporting forum to someone that its working as intended. I hope they change their mind about as it doesn't add anything to game as you just need to jump to sc and drop back down to same spot to Poi/(uss) spawn items again. Whats the point? You don't need to go for other location. May just have it spawn all at once.

Not had it happen in space (USS), those have always spawned the correct amount. Planetary salvage on the other hand seemed to always do this. The simple way to get around this is to reset the instance. Get back in your ship, launch and go to SC (keep the POI / crash site, whatever, targeted), and then go back to it and more will have spawned.

I submitted a bug report on this in beta, and was told it was working as intended.

Weird.. you would think that it would just update a new location after you load that last spawned piece into your cargo hold.

Yes, that would at least make for some gameplay, whereas resetting an instance really doesn't. Honestly, despite what they said, it may not be working as intended, but since it's a workaround and not game breaking it's just not on the radar for a fix.
