What we all complainer doing there? We see potential in Elite: Dangerous and we want that potential to be used correctly.
I am ready to pay even bigger price for this game if it makes me happy.
Nobody makes happy that time consuming looking for random Material drop and random effect roll.
I am Deadly, Duke, Rear Admiral. I have about 700 million game assets. I spent 800 or even more hours playing.

Sorry to be harsh but you do not seem to understand the basics of how to gain the materials needed for mods...
After a few hours mining in my anaconda i had collected so many materials that i was 600/600 and had to start mass dumping all the common mats. All that is needed for starter engineer mods are these types of mats. You can get yourself up to rank three with these alone it takes about 3-4 mods to rank up to rank 2 and another say 8 to get to rank 3.
The other parts that are needed (NPC drops/Base assaults/Scan info etc) are easily picked up by just killing a few NPC's and having a limpet collector to pick up everything that they drop. I have scanned wakes with wake scanner and assaulted all the base types solo with my SRV and got all the "rare" data that is needed for rank 3-5 stored for when i decide to fly back and do more engineer mods.
You do not need to grind or even do anything but play the game and do a variety of activities and everything you need will be dropped for you (mining/missions/bounty hunting) and in large quantities. Just make sure you have a limpet collector (preferably a few) and some cargo room and play the game as normal and youll be able to mod away to your hearts content without all this silly "grind" mentality.
As for RNG everyone is in the same boat, don't expect to get all the best/perfect mods straight away that is the fun of it imo.
I think what would help would be for each material to have a description with some details of where to find it. Make the description something that builds up as you discover things.
eg When I get the blue print I might get a broad hint, recipe item a can be found in a federal system in anarchy state and a hint as to how many types of locations it can be found in.
However if I find the material before I have the blue print then I will have more exact information.
eg I spot the material dropped at a planet poi on a Federal system in anarchy state. I get the information it can be found in a Federal system in anarchy state at a poi.
eg I spot the material in an empire nav beacon. I get the information that it can be found in Nav Beacons in Empire systems.
Depending on where I first identified the recipe item I may have more information. This would make exploration more important.
The more knowledge you have of the locations that a material can be found in, the greater the percentage chance that the location you go to will have the recipe item.
eg If the recipe item is found in 5 different locations and I know each of those locations there is a 100 per cent chance if I go to one of those places I will fine it.
The key is making the location of the material dependent in part on the system state so its not possible to farm a specific location.
So as usual its left to the dedicated players to make the game better .So returners can complain when they are left behind..

I'm saddened that anyone leaves for whatever reason. ED is a lot of fun for anyone looking for complex, in-depth game play that is more than just a pew-pew shoot em up.

I really hope some will read this and re-think their strategy and decide to stay. It really is possible to stay, survive, and prosper while having a lot of fun, if your willing to break the mold and adapt.
Thank god this is so untrue. Frontier listen to the community and have changed things in the past and will in the future. I am just not sure if I should wait for the next point release before I start my modding. Next point release is one of those milestone where they altered the game based to community feedback.
