So I wanted to get out of Dodge for a day and go to 78 Messier. Funny story. You can't. You can't because of the permits required. How do you get said permit? I'd like to go see this nebula by the Orion sector. Anybody know how to unlock this permit or whatever? I only have Elite Dangerous and not Horizons. Do I need Horizons? Feels like a cruel joke but why make a galaxy of 400 billion stars with local nebulas that can't be visited? What is up with that?

You can. You just went the wrong way. Come in towards it from the california nebula. Plenty of open sectors.
Actually this is exactly how I have tried to get there, hitting California first.
