I can see 2 planets with surface installations on that map. I'm guessing that's where those 26 people live

Yes you can even get missions to deliver cargo to non existent stations
.I think it is just a bug. Reported it if it causes real problems... with missions for example.
(But your system has at least two planetary stations)

There's not an awful lot going on there these days, even if you can get in, but it does have a habitable planet and population without any stations or habitats at all.
