im just thinking the picture does nothing more than describe 5C. Its "a key" because it tells us which planet to go to. the center "cross hair" is Merope 5. the line is pointing to the outter circle which is a perfect circle or circular orbit. Upper left hand corner says this orbit is 90* from the center object being Merope 5. Now the rest im clueless on its meaning. Scan towards the sun? Fly towards the sun and keep going using 5C as a start point? This puzzle is seriously going to cause my early retirement into the insane asylum.

The only meaning behind the UA and UP pointing at something I can gather is that they are sending their signals (whale sounds) to MEROPE and MEROPE 5C.
Still we have found no alien HQ there :-/

You did not read well. I've chatted with him.
He was a noob, he went on exploration without knowing anything. He found this signal he did not know so he entered it, found this thing, looked at it close, without knowing what it was, then went away. When you are a noob you don't know if a thing is relevant, is important, no one seen it before and so on. He was interested in exploration and taking pictures.
Later, he got involved in the lore, seen images of the probe and artefact, remembered he's seen it already, and told us.
Moreover: how you know that the UP was added in game after 2.1? Because a forbidden commodity named Unknown Probe showed up among the others?
Are you sure the UP wasn't already in game before, and FD added it in the illegal commodities just to hint us, as we did not find it before?

That's the bit I have the hardest time with Riz.
I am an explorer, from the very first day of Gamma and still am now and photos... hundreds and hundreds of them. If I had of dropped into something as strange looking as a UP, there's no way I'm getting out of there without pictures.

For the UAs, yes the transmission was its purpose. Its purpose was to actively scan objects extrapolate a triangle mesh and report it back to Merope, searching for something (fulfills MB quote of different reason, transmission was the purpose, pointing back to different location for a different reason). The shell is a great example of a search ever expanding from its center point of Merope. Point back at Merope when nudged to reorient to source and stay on course. After the something was found, probes were sent to deliver a message, from triangle mesh to spectrogram sure seems more advanced (fulfills MB quote hints).
UPs purpose was to the deliver the message, provide a map and point of origination (pointing to Merope system for a different reason). Using the point of origination you can find the next piece of the puzzle. Both items related but not part of the same puzzle, also fulfills hints.
The image (map) provided isn't of a resolution to determine angles or math. It is a pictograph of where to start and end. The center image is of Merope's center star, lower right from origin goto center of system (star), top right is 2nd planet from star center, top left is 3rd orbiting body.. but I'm having trouble with the lower left. i hear ya there. perhaps its time to retire the search and lets wait. we've sent our message to them with the disco honk. Now we wait for a proper reply.
if its Merope 5C then the line could be going from the dusk line of the planet, the two curved lines are the sun so its lighting that side. Who knows it could be a tunnel or some other construction on the planet somewhere which could be as small as a landing pad (needle in a mountain of haystacks) so not at all easy to find.
