Newcomer / Intro 'Seeking Weapons' - the Weapons Dealier

I entered a USS 'Seeking Weapons' and found the Type-9s broadcasting messages about selling weapons - but I couldn't communicate with any of them
What am I missing....?

You are probably missing weapons he would buy. :

Yeah, they don't talk. If you have a cargo scanner you can see what they're interested in buying. Normally you get a high price for it.

You just have to pass very close to them I believe but you have to have the exact cargo they want
