Newcomer / Intro Not gaining rank?

You need to find a Navy ranking special mission, issued by your local Federation (or Empire, depending what navy you want to be part of) allied faction.
You keep ranking underneath the 100% bar, yes. But ranking missions don't stack, so you need to do one, that will raise your rank by 1, then, if you already did enough missions to have the second rank at 100% as well, you can go and look for another one.
It seems that if you are well known in the system (You have Allied or at least Friendly status with the controlling faction) they are more willing to provide you with the mission. So when you are ranking, it's advisable to keep yourself in one place and gain reputation, while doing missions.
Also be advised that the ranking missions vary in type, so wait for a mission that suits you. If you are a trader/courier don't take an assassination but wait for some courier or fetching mission.

fyi Navy rank missions don't stack, so if you take 2 you still only go up 1 rank, but you will get mission rewards for the other e.g. credits

The exact mechanics I can't say, but being in systems with minor factions you're Allied to is a good thing, obviously they need to be aligned with the required major faction too. I hate to say it (but you'll figure this out sooner or later anyway) gameplay mode switching helps... there I said it I'm sorry don't ban me [cry]

Don't be discouraged too easily. If you don't have a home system with friends, it sometimes take days to find one.
Also look into "Unavailable" missions. It may appear there and it will tell you what you're missing to get it.
yeah that is right, what you fundamentally want is places with lots of friends i.e. allied minor factors which have the major faction badge
